San Juan approved “Clean Sheet” and will not admit candidates with judicial conviction

The Chamber of Deputies of San Juan approved the “Clean Sheet” project, which provides that people with judicial convictions in certain crimes – such as corruption, against sexual integrity and against freedoms – cannot stand as candidates in provincial elections. The initiative obtained 32 affirmative votes, both from the ruling party and the opposition, and the only three rejections came from the legislators who answer to former governor José Luis Gioja: Graciela Seva, Leonardo Gioja and Juan Carlos Gioja.La “Ficha Limpia” will begin to govern in the next provincial elections, in which those people with a judicial conviction will not be able to be candidates for local offices. The objective of this law is that the electorate has candidates with a “clean trajectory” and therefore feels “better represented” in the public service. The law involves the amendment of Law No. 815-N on “Statutes of Political Parties” and Law No. 560-E, “Law on Public Ethics”, and disqualifies, for example, persons with an order to open an oral trial for genocide, crimes against humanity or war crimes, acts of illegal repression constituting serious human rights violations. In this way, the province of San Juan joined other districts in which there are Clean Sheet laws, such as Chubut, Mendoza, Salta and Jujuy. Also, the municipalities of San Juan were invited to generate similar rules, given that the law has scope for provincial positions, in case they want to apply it to municipal positions, it must be those districts that approve the project.
