Federal Government Apologizes to Casino Royale Victims

The federal government, through Alejandro Encinas, Undersecretary of the Interior, offered public apologies to the victims of the attack on the Casino Royal, which occurred in Monterrey, on August 25, 2011.
“We want to offer an honest and sincere apology, without bending and without any ambiguities, because we have to recognize that in this act of terror and barbarism violations of human rights, legality, security, physical integrity and life were committed,” said the undersecretary.
Encinas acknowledged that the Ministry of the Interior and the General Directorate of Games and Sweepstakes failed in the periodic inspection of the Casino Royale, which led to these unfortunate facts.

He also stressed that the State could not guarantee security conditions.
“An act of terror committed by criminals against the defenseless civilian population, where the Mexican state as a whole was not able to guarantee the conditions of security, integrity and protection.”

The official recalled that the decision was made not to grant any more permits to the gaming and sweepstakes houses until their transparent operation is guaranteed and the comprehensive review of the permits that have been delivered is made, of which many were done improperly.
Yuriria Rodríguez Estrada, head of the Executive Commission for Attention to Victims, said that this public apology reconciles the State with the victims, their families and makes clear the need to confront the challenges in the search for justice, equality and security.
Samara Pérez Muñiz, representative of the victims, acknowledged the importance of the apology, but mentioned that the people who perpetrated these acts are not sentenced in their entirety and many of them have amparos.
Casino Royale bombing
On August 25, 2011, around 3:15 p.m., an attack was reported on the premises of the Casino Royal. 
According to authorities, a group of armed men entered through the front door to beat and spray the gaming machines, and the carpet, with gasoline.
The toll was 52 people killed and 11 injured.
