Pending opinion of electoral reform will be reviewed until February

Ricardo Monreal, leader of Morena in the Senate and president of the Political Coordination Board (Jucopo), estimated that the opinion that is pending the electoral reform will be reviewed until February 2023, in the next ordinary period of sessions.
On Thursday night, the Chamber of Deputies approved the two opinions that make up the reform, although it could only send one of them to promulgation. It is the one that modifies the laws of Social Communication and Administrative Responsibilities.
The other, relating to the laws on Electoral Institutions and Procedures, Political Parties, the Judiciary and Means of Challenge, had changes and therefore had to be returned to the Senate. The change was that the so-called “eternal life clause”, which allowed allied parties to distribute votes, a measure that favored small forces, was withdrawn.

Questioned about it, Monreal recalled this Friday at a press conference that the opinion still needs the approval of the Senate to those latest modifications to be sent to enactment.
“(The issue) is not finished and I think it will be concluded until February,” said the senator, who during the discussion in the upper house voted against the reform because he considers it contrary to the Constitution.

Despite this, Monreal said that he will not join the actions of unconstitutionality against the reform prepared by the opposition parties.
It is still possible that the pending opinion will be discussed and voted on earlier, for which it would be necessary for the chambers of Congress to convene a special session in the remainder of December or January. However, this requires that there be an agreement between the caucuses.
The electoral reform is driven by President Andrés Manuel López Obrador and most of Morena. It includes points such as reducing the structure of the National Electoral Institute (INE) and shortening the duration of electoral processes.
