Before the videos that show the distribution of pantries and gifts made by alleged members of the Jalisco New Generation Cartel (CJNG) in Guadalajara, President Andrés Manuel López Obrador called on the population “not to be manipulated.”
In a press conference, the president said that this is a tactic to use the population as a shield, as well as to prevent the construction of National Guard barracks for public security tasks.
“They do not want the Guard barracks to be installed and they use the people, I take this opportunity to say it, so that people do not allow themselves to be manipulated, that is not good, even if they give them groceries, that is not in good faith, that is to use the people as a shield, manipulate the people and that should not be allowed.” He said when questioned about the distribution of gifts on December 25.

He mentioned that for this reason they have had difficulties in installing National Guard barracks in Jalisco, Chihuahua and Michoacán.

“They do not want the National Guard barracks to be put up, we have this now in Jalisco, where there are apparently spontaneous demonstrations that do not want the National Guard, it happened to us in Chihuahua, we still have some of this in Michoacán,” he said.
When asked if the delivery of gifts has any relationship with the arrest of the brother of Nemesio Oseguera, alias El Mencho, leader of the Jalisco New Generation Cartel (CJNG), the president responded that he has no information about it.

It is not the first time that alleged members of the Jalisco New Generation Cartel (CJNG) deliver gifts to inhabitants of the state. In May 2021, they distributed appliances in three municipalities of Jalisco.
Before, in July 2020, BBC Mundo showed videos of how criminal groups in Mexico used the COVID crisis to deliver support in localities affected by the pandemic.
