The Government decreed the reduction of a subsidy to social works

The Government published at midnight on Thursday in the Official Gazette a decree that cuts the Asymmetries Mitigation Subsidy (SUMA) received by social works. The amount will be calculated on 3% of the contributions and contributions. The law amends Article 2 of Decree 1609 enacted on September 5, 2012 during the second presidency of Cristina Fernández de Kirchner.Previously, it was provided that “TWENTY PERCENT (20%) of the total of FIVE PERCENT (5%) of the monthly collection corresponding to the contributions and contributions established in paragraphs a) and b) of Article 16 of Law No. 23,660, shall be distributed in equal parts to all Agents with more than FIVE THOUSAND (5,000) members.” In addition, it determined that “EIGHTY PERCENT (80%) of the total of FIVE PERCENT (5%) of the monthly collection corresponding to the contributions and contributions established in paragraphs a) and b) of Article 16 of Law No. 23,660, shall be distributed in direct proportion to the number of affiliates of each Agent.” For Agents with less than five thousand members who had an average monthly income per member “lower than the average monthly income per member of the entire system,” they were entitled to receive “a monthly economic compensation that allows them to reach the average monthly income per member of the entire system.” Article 1 of Decree 355/24 published this Thursday night replaces what was previously expressed with a new one that reads: “The SUBSIDY FOR MITIGATION OF ASYMMETRIES (SUMA) will be distributed by the FEDERAL ADMINISTRATION OF PUBLIC REVENUES (AFIP), automatically and in arrears, among the Agents of the National Health Insurance System. THREE PERCENT (3%) of the monthly collection corresponding to the contributions and contributions established in paragraphs a) and b) of Article 16 of Law No. 23,660 shall be distributed in direct proportion to the number of members of each Agent.” It also repeals Article 3 of the regulations enacted in 2012, which stated the following: “The amount of the subsidy received by Agents with more than FIFTY THOUSAND (50,000) affiliates may not be less than ONE AND A HALF PERCENT (1.5%) of the total collection, corresponding to the contributions and contributions established in paragraphs a) and b) of Article 16 of Law No. 23,660, nor more than EIGHT AND A HALF PERCENT (8.5%) of it.”
