We opposed it, we denounced that because obviously such an agreement violated the popular will and you have to be frank, that caused a break within the confidence of the opposition and made us look very suspiciously at what was happening last night,” Núñez explained.
The parliamentarian further said that “for us this is a great triumph of social, popular mobilization that has been deployed these days, that there is a plebiscite to define the new Constitution and that the public be asked what the mechanism is: a Joint Convention or a Constituent Assembly which is what we advocate and propose.”
Nuñez further said that the quorum was the stopper stone for the PC not to sign the agreement and that in it “it gives to a minority, a third, 30% of Chilean society, a veto power over decisions that are fundamental. We thought the right thing to do was to have a 3/5 quorum.
“In those conditions we think that a small-letter deal that can relativize, which can take depth of the New Constitution process was not appropriate and that is why we did not sign it,” he added.
On how the PC will act, when the agreement is seen in Congress, Núñez said that “we do not sign the document but we agree on a plebiscite, we agree to have reached the mechanism of the AC, the New Constitution and when it is time to vote this agreement in Congress we will vote against the two-thirds, in favor of the 3/5 and the rest of the points we will vote in favor. We’re not going to get in the way.”
