Trial for The Master Scam
Last November, the Chamber of Deputies approved to initiate impeachment proceedings against Robles for his alleged responsibility in the public resources scheme known as La Estafa Maestra, journalistic investigation conducted by Animal Político and Mexicans against Corruption.
It is a mechanism in which 11 government agencies made agreements with 8 public universities to make supposed services even though they were not fulfilled due to the use of phantom or illegal companies, so the money disappeared.
Although other entities such as Pemex, headed by Emilio Lozoya, were involved in the system; the Secretariats of Communications and Transport, by Gerardo Ruiz Esparza and Emilio Chuayffet, respectively; also Banobras or la Sagarpa, then led by Alfredo del Mazo and Enrique Martínez, the deputies only decided to open political judgment against Robles.
The Instructor Section, chaired by the deputy of Morena Pablo Gómez, drafted the opinion after interviewing former officials of the Superior Audit of the Federation (ASF), such as Juan Manuel Portal and Muna Dora Buchain, who detected the alleged detours, and former officials of the Sedesol and Sedatu such as Guerrero Javier and Enrique González Tibur.
They also reviewed the agreements between Sedesol and Sedatu, a unit led by Rosario Robles between 2012 and 2018, and public universities and audits conducted by the ASF in this regard.
It therefore concluded that “it is legally proven”, the facts that gave rise to the complaint made by the MEP of Morena, Tatiana Clouthier, who accused the “responsibility towards the State for prejudice to fundamental public interests and her good office, known as The Master Scam”.

The Instructor Commission states in the opinion that “a network of referral of public resources with a systematic and continuous modus operandi was implemented, under which contracts, conventions and legal instruments were signed irregularly, with the concerted participation of public servants of the designated units (Sedesol and Sedatu), holders and staff various of universities and higher education institutions, holders of state broadcasters”.
Through this, “public resources were derived for purposes other than those provided for in the egress budgets of both units for the years 2012 to 2018”.
Therefore, it will propose before the Plenary that Rosario Robles be charged before the Senate of the Republic for violating Articles 126 and 134 of the Political Constitution of the United Mexican States, as well as various provisions of the Federal Law on Responsibilities of Public Servants, the Federal Law on Budget and Monetary Responsibility, the Organic Law of the Federal Public Administration, the General Law on Administrative Responsibilities and the Law on Acquisitions, Leases and Services their rules.
As reported yesterday Mario Delgado, coordinator of the parliamentary fraction of Morena, the House will be constituted as an “indictment body”, so if approved the opinion, it will be sent to the Senate of the Republic, in which the Instructor Section will make the presentation of the elements that were found to indict Robles.
