Morelia, Michoacán.- The Michoacan municipality of Tangamandapio has decreed a curfew, as a preventive measure before the PANdemic of COVID-19, however, the municipality does not have the legal powers to restrict free transit.
Through a document issued by the municipal administration, residents are warned that they will not be able to be transiting the streets after 21:00 hours, or will be sanctioned, at the same time the lighting in public spaces – squares, parks, gardens – will be turned off. In addition, by day the inhabitants who transit must be justified.
This is justified by the administration led by Eduardo Ceja Gil, “in the face of the imminent start of phase three that is about to begin in the coming days”.

“Similarly, they are informed that Brother City Council will not be operating as normal, but there will be staff on call at the main entrance of the Municipal Presidency to attend to urgent needs,” the document signed by the mayor said.

It should be remembered that only the President of the Republic can limit or restrict freedom of transit, provided that he has the approval of the two houses of Congress and the office is reviewed by the Supreme Court of Justice of the Nation, as specified by article 29 of the Mexican Constitution.
