Morena and his allies, the Green Ecologist Party of Mexico (PVEM) and the Labor Party (PT) will have an absolute majority in the Chamber of Deputies, according to the National Electoral Institute’s quick count.
According to the estimates made by the technical advisory committee for the quick count, Morena alone will have between 190 and 203 deputations in the next legislature.
Its allies will be decisive in achieving an absolute majority, given that it is estimated that the PVEM will keep between 40 and 48 legislators, and the PT with between 35 and 41.
Altogether, they would have between 265 and 292 seats, according to the INE’s quick count.
An absolute majority implies having the support of half plus one of the members of the Chamber of Deputies at the time of making a decision or holding a vote.
The strength of the opposition
The PAN would keep between 106 and 117 councils; the PRI would have between 63 and 65 and the PRD between 12 and 21.
Altogether, Morena’s opposition bloc would have between 181 and 203 legislators.
Movimiento Ciudadano would have between 20 and 27 deputies in the lower house.

Morena would lose seats, but her agenda may prosper
Compared to the current legislature, Morena alone lost seats, according to the quick count.
According to data updated through April 2021, Morena has 253 seats, representing 50.6% of the lower house.
It is followed by the PAN with 79 seats, the PRI with 49, the PT with 47, MC with 25, the PES with 21, the PRD with 11, the PVEM with 11 and there are 4 legislators without a party.
For Morena to have an absolute majority, it needs half plus one of the members of the Chamber of Deputies when making a decision or holding a vote.
An absolute majority in the lower house would allow Morena to implement constitutional reforms from the lower house, although it would also need the endorsement in the Senate.
In addition, for a constitutional reform to move forward in the country, it must have the support of at least 17 local congresses.
In the case of the qualified majority, Morena and his allies need two-thirds of the legislators – 334, if there were an attendance of 500 deputies.

The National Electoral Institute estimates that the rapid count – voting trends – of the Chamber of Deputies will be broadcast around 11:00 pm Central Time.
Brunette in the Senate … does it have the whole Congress?
This year the Senate was not renewed –these 128 legislators are elected every 6 years–, a chamber in which Morena alone does not have a majority.
As of June 2, 2021, the party has 63 senators. Its allies, PVEM and PT, have 6 each, so together they do reach an absolute majority.
However, this number is not sufficient for qualified majority voting.
