Senate approved substitute veto of the Government to critical infrastructure project: passed to the Chamber of Deputies

The Senate Chamber approved on Tuesday the substitute veto that the Government entered into the critical infrastructure project, which empowers the President to have the Armed Forces to protect critical infrastructure, without the need to apply a State of Exception. The measure entered by the Executive -at the request of the FF. AA.- seeks to modify the responsibilities that the chain of command must assume in the cases stipulated by law.
The veto – the first presented by the current government – was approved with 36 votes in favor, one against – by Senator Fabiola Campillai (IND) – and three abstentions – by Luciano Cruz-Coke (Evópoli), Luz Ebensperger (UDI) and Rojo Edwards (Republican).

The veto specifies the chain of command to materialize a head of national defense, define powers via regulation, add the use of the Rules of Use of Force (RUF) and make explicit that the extension will be every 60 days and may be successive.
After approval, the substitute veto was sent to the Chamber of Deputies. In that Corporation, the project is being reviewed by the Constitution Commission.
Recall that Congress dispatched the bill last week.
Boric: “It doesn’t mean it’s gone” 
On the veto, President Gabriel Boric explained on Tuesday that “there is a discussion regarding the terms. It does not mean that it is vetoed, but that the project, as it was approved, is made some modifications to improve itself.”
“In particular, there were some doubts that we discussed with the Armed Forces for the implementation in case the critical infrastructure project regarding the chain of command is necessary, and those things are important that they are clear for the establishment of the responsibilities that correspond in issues as sensitive as these,” he said.

“That you understand well what is being done: a specific aspect of the project is being improved. I hope we have the goodwill of parliament for that,” the head of state added.
