Companies ordered to install collision control system in airplanes

The Secretariat of Infrastructure, Communications and Transport (SICT) published an Official Standard that obliges national and international concessionaires, permittees and air traffic controllers to install in their fixed-wing aircraft a state-of-the-art radar that helps pilots avoid collisions between aircraft.
The new Mexican Official Standard NOM-069-SCT3-2019, published this Tuesday in the Official Gazette of the Federation (DOF), orders the installation of the On-Board Anti-Collision System (ACAS II, for its acronym in English) Version 7.1, a mandatory requirement established by the International Civil Aviation Organization (ICAO) and by international agreements to which Mexico is a party.

The new NOM, which was under public analysis for four years, seeks to mitigate the risk of route interference and air incidents arising from the problem of increasing airport saturation in Mexico and the world. The rule also seeks that Mexican airlines are not rejected in countries where the use of anti-collision equipment has already been regulated.
The incorporation of the On-Board Anti-Collision System in aircraft was regulated in Mexico since 2011 through a previous official standard, NOM-069-SCT3-2010, but, for years, the equipment was not fulfilled due to the shortage of supply in the market. 
In the new version of the NOM, the SICT reiterates the need not only for the ACAS system, but also for version 7.1. The document establishes that the cost for the equipment of all aircraft will be borne by the concessionaires, permittees and air operators themselves.

“All aircraft belonging to or in the possession of foreign and national Permittees or Air Operators operating or intending to carry out international operations must comply with the Laws, Regulations or Rules of the State where they operate or intend to operate, regarding the applicability of ACAS II.
“It is recommended that all fixed-wing aircraft belonging to or in the possession of Dealers and/or Permittees be equipped with an ACAS II whose version is at least 7.1.”, states the NOM.
It is added that concessionaires, permittees and air operators must cover the necessary modifications in the aircraft for the installation of the anti-collision system; implement training programs for their crews in the use of the ACAS, as well as prepare logs of events related to the use of the equipment and report it to the aeronautical authority.
