Sheinbaum Brags Austerity, Security and Housing in Report

The head of the Government of Mexico City, Claudia Sheinbaum, gave her fourth report highlighting austerity policies and eradication of privileges, reduction in the incidence of crime, as well as programs of access to housing so far in her administration.
Before secretaries of state, legislators, and even members of the Army and National Guard, Sheinbaum reaffirmed his loyalty to President Andrés Manuel López Obrador, pointing out his policy of “republican austerity”, based on two axes: eradicating corruption and eradicating the privileges of public servants.
The head of government said that in four years they have taken 80 billion pesos from corruption and privileges, and that only in their first year they managed to save 25 billion pesos, without detailing the actions or savings policies.

“We have achieved the results that we are going to present and this substantial savings of eliminating corruption and privileges. With this reduction we managed to increase the public investment of the City Government, compared to the first years of the previous government, from 75 billion to 129 billion pesos,” he said.
He even stressed that during his administration, Mexico City has been recognized “as one of the best in terms of the use of public resources” in debt management, as well as the entity with the highest income of Foreign Direct Investment and formal employment.
Sheinbaum Boasts 59% Reduction in High-Impact Crimes
The head of government noted that between 2009 and 2022, high-impact crimes fell 59.4%. going from 180 daily crimes to 89.1.

“Only in intentional homicide the decrease is 58.8%. I have said it several times, when we arrived at the City Government, on the first day, December 6, 2018, there were 12 homicides, never before had there been a situation of so much violence in the city. And as we can see, from 2015 to 2018, at the beginning of 2019 the increase was practically exponential and the reduction from 2019 to date, places us today as the years of lowest intentional homicide since 1996, in the history of the city, “he said.
Speaking of security, Sheinbaum said his administration focuses on four axes: attention to causes, police training, intelligence and investigation, and coordination.
He highlighted social programs of young support such as the “Barrio Adentro” program, to detect needs in polygons with the highest incidence of crime.
“Through Barrio Adentro we connect young people who somehow have no education, we involve them in the new universities we have created, or in upper secondary education, or in the PILLARS, or we incorporate them into the ‘Youth Unite the Neighborhood’ Program. There are more than 9,000 young people who have gone through this program and we are convinced that at least we have taken 3,500 young people out of crime, who today have a completely different life,” he said.
He attributed the decrease in crime also to the program to take more than 7,000 weapons out of circulation; the 45% salary increase for police officers, with a “new increase” of 9%.
“The professionalization of 50,065 police officers and the certification of 83 percent of the force, which is evaluated and certified. And I take advantage of once, four years ago I said that the Grenadier Corps disappeared, because we do not use the public force to repress, and any police abuse will be sanctioned, we will not allow it, “he added.
He said that thanks to the intelligence and investigation axis, 120 priority targets have been neutralized and almost 222 criminal cells have been dismantled.
He even thanked the support of the National Guard, the Ministry of National Defense, the Navy in matters of security in the capital of the country.
He also mentioned 13 government actions to reduce femicides in the capital by 22%.
In addition to the creation of scholarships and support for basic education students, Sheinbaum boasted the creation of two public universities in four years: the University of Health, in the Fourth Section of the Chapultepec Forest, with 2,637 students who come from medicine and nursing, and the Institute of Higher Studies “Rosario Castellanos”, with 37,638 young people.
After highlighting the COVID-19 vaccination program in Mexico City, as well as the creation of medical centers and hospitals, Sheinbaum defended housing access programs.

“We have, with the City Housing Institute, also in a process where we ended corruption, 82,228 housing actions by the INVI, with about 12 billion pesos invested. And we are and we are going to end the Rebuild Program.After the earthquake, we have 13 thousand 471 homes that were damaged, in process 5 thousand 163, and are about to start 3 thousand 382; As I promised, we are going to finish with all the homes that, in some way, suffered some damage during the 2017 earthquake,” he said.

The head of government said that integrated and sustainable mobility has been one of the stars we have achieved in this government” for investments in public transport.
He highlighted the construction of two Cablebus Lines, with an investment of 2,925 million pesos that make 56 thousand daily trips, from the upper part of Cuautepec to the Indios Verdes Metro, while Line 2, with a length of 10.6 kilometers, makes 75 thousand trips, which goes to the Sierra de Santa Catarina, to the Metro Constitution of 1917.
Sheinbaum said that the Electric Transportation System of Mexico City was recovered, recovering the city’s trolleybuses, with the purchase of 318 new units and an investment of 6 thousand 517 million pesos.
In addition to the expansion of the Ecobici transport service, the official highlighted the renovation works on Metro lines, as well as the change of transmission and energy system in transport system.
Regarding access to water, the head of government said that the efficiency of the wells was increased and that the distribution of the Lerma System has been improved.
“We have made a historic investment in the Water System: 17 thousand 566 million pesos, and we have entered a process of sectorization, which means improving the distribution of water in the city. Historically, the water that enters from the west, cost a lot of work that will reach the east of the city. Today we have a completely different system of distribution of drinking water, thanks to the process of sectorization that we have carried out, and measurement, in addition to the repair of leaks, the rehabilitation of the wells, he insisted.
He also said that Mexico City has the “largest rainwater harvesting program in all of Latin America,” which distributes the resource to 50,000 homes.
A few days after the confrontation between police and residents of San Gregorio Xochimilco, over the hydraulic works that are part of the urban development program, Sheinaum said that his government respects the conservation soil and the inhabitants of the native peoples.
“Half of the surface of Mexico City is what we call conservation land, there are mainly the native peoples. And I want it to be absolutely clear – because there is a smear campaign that conservatism is accustomed to – we are never going to privatize conservation land, I have been working since 1998 on the conservation land of the city for the benefit of the communities and the ejidos. Who wanted to privatize or who changed the Constitution to privatize ejidos and communities was, precisely, conservatism. We, the conservation land will always support the ejidos and the communities, and no territorial ordering will pass over the peoples, if we have always been with them and so we will continue working, “he insisted.
He said that his government has been giving more than one billion pesos to conservation land and direct support to the countryside in the city for four years.
Sheinbaum, who aspires to Morena’s presidential candidacy in 2024, said he was “proudly part of the Fourth Transformation of Public Life in Mexico” and closed his report by endorsing messages from President López Obrador.
