Juan Carlos Barragán presents reform to regulate the use of pyrotechnics in the patron saint festivities

Morelia, Michoacán.- After the Catholic Church asked the parishes to eliminate the use of pyrotechnics in the patron saint festivities, Deputy Juan Carlos Barragán Vélez, presents a reform to regulate, sanction and as far as possible suspend its use, they reported in a statement.
The proposal seeks to add articles 155 Bis and 155 Ter to the Criminal Code, to create the crime of danger due to the use of pyrotechnics, which would be punishable by two to six years in prison and a fine of five hundred to a thousand times the daily value of the Unit of Measure and Update, to whoever buys, stores or acquires chemical substances for the manufacture, storage and sale of pyrotechnic devices without having general permission from the Ministry of National Defense.
“We are not against the use of pyrotechnics, but it must be controlled, and anyone can use it without greater protection and in an uncontrolled manner,” he said.
Barragán recalled that, people with autism spectrum, people with disabilities, with cognitive disorders, high sensitivity, the elderly and babies. Companion animals, especially dogs and cats are severely affected by the noise of firecrackers and rockets.
Hence, the affected families try to raise awareness and appeal to the empathy of citizens, to request that visual effects such as fireworks predominate in the celebrations, instead of sound devices such as firecrackers.
The deputy hopes to have the support of his fellow deputies to carry out this reform.
