The judge said there was still no certainty as to what Robles’ real address is.
Another argument is that Robles said in previous hearings that she earned 40,000 pesos a month as a civil servant, but the Prosecutor’s Office credited with reports from the Civil Service that she earned 12 million pesos in 6 years, giving a figure of 2 million pesos a year, 166 thousand pesos per month.
“Rosario Robles’ economic capacity is superior to what has been pointed out at other hearings,” the judge said.
Once the decision was decreed against him, Robles said, “It is tremendously unfair what I am living. this is an early penalty, I am judged by who I am.” 
Epigmenio Mendienta, his lawyer, told the press that this Thursday he will discuss with Robles what avenue they choose to appeal this decision of the judge: indirect protection or appeal.”
This is the third time a supervisory judge has denied revoking the remand measure for Robles.
Villar Ceballos was assigned the case after the federal judge Felipe de Jesús Delgadillo Padierna, responsible for linking to the process and ordering in a first instance the pre-trial detention, was rotated to the post of “administrative judge” of the Federal Justice Center of the Southern Reclusorio.
Last year Robles’ defense had insisted that Delgadillo Padierna had to drop the case, and even promoted legal remedies for it, which were unsuccessful. His argument was that Judge Delgadillo had fallen into a possible conflict of interest because of his kinship with MEP Dolores Padierna, who is his aunt.
Robles has been imprisoned since August 13, accused of the crime of improper exercise of public service, in the case of The Master Scam.
On Thursday he arrived at the audience in the Reclusorio Sur Mariana Moguel, daughter of Robles, with a group of people who showed banners in favor of the ex.e.
“As a woman, as a Mexican, as a daughter, for the truth is that it hurts deeply, in my heart. It hurts me because I think that many who are watching us, and many who live or face prosecutions, or who know people who are facing processes of this nature, know very well that it is very strong to face slogans and not justice,” Moguel lamented the judge’s decision to keep his mother in jail.
