The approved proposal states that “Quintana Roo recognizes, protects and guarantees the right to life of every human being, except for the exceptions established by law”, and indicates that termination of pregnancy will be allowed until 12 weeks gestation.
The initiative is expected to be discussed in the plenary session of the Quintana Roo Congress on Wednesday.
If approved by two-thirds of the local Congress, constitutional reform must be endorsed by most state Councils.
