who it applies to and what you need to know

To guarantee the safety of passengers and avoid accidents, the federal government approved a new rule that requires reviewing the physical-mechanical conditions of cars circulating in the country.
The Ministry of Economy published this Tuesday in the Official Gazette of the Federation (DOF) the official Mexican standard NOM 236 regarding the verification of physical-mechanical conditions of motor vehicles, whose weight does not exceed 3,857 kg.
This verification could be done at the same time as the verification of polluting emissions.

“This technical inspection may be carried out in conjunction with other programs or instruments issued by the authorities of any government order, such as periodic environmental verification programs,” he says.
Vehicles shall be subject to roadworthiness tests at the following intervals:
-Vehicles for private use: four years after the date of their commercialization as a new vehicle, and thereafter, every two years until the ninth year.

-Private transport vehicles of 10 or more years after the date of their commercialization as a new vehicle, every year.
-Heavy-duty vehicles: One year after the date of their commercialization as a new vehicle; and thereafter, every year.
According to the standard, the technical inspection of the vehicle comprises the following elements: body and chassis; doors; chest; windshield and windows; windshield wipers; mirrors or cameras; auxiliary rim outer support; seats and their anchorages; seat belts; speedometer; horn.
Headlights; reverse light; directional lights; warning lights; brake light; license plate light; quarters; identification lights; brake system; steering system; suspension system; engine and transmission; and for vehicles that use gas as fuel: fixed tanks and pipelines.
It must be delivered to the owner, legal possessor or the driver of the motor vehicle, proof and report of the result of the evaluation.
A motor vehicle is considered to comply with this Official Mexican Standard when there are no defects or only minor defects are found and complies with the technical provisions established in this NOM and in accordance with the administrative requirements established by the competent authorities.
“The federal government, through the dependencies depending on the field of competence, as well as local governments may establish vehicle inspection programs or any other legal element for the assessment of the conformity of this NOM, defining in them the characteristics of operation of the same,” says the DOF.
Who is exempt from this verification?
The document indicates that those vehicles with a gross vehicle weight of design less than 400 kg, those used in agricultural work, vehicles oriented to be used in mountainous or desert terrain, as well as in areas of beaches and railways, are exclusive to this verification.
Also vehicles registered as old cars, vehicles associated with machinery dedicated to the construction and mining industries, those intended exclusively to circulate on confined roads such as racetracks, airports, go-kart tracks, or other similar transport field.
