The national government made official today the merger of the ministries of Economy, Productive Development and Agriculture, Livestock and Fisheries, which will be in charge of Sergio Massa, through the Decree of Necessity and Urgency (DNU) 451 published in the Official Gazette.In the text of the norm, which bears the signature of President Alberto Fernández and the rest of the cabinet, it is made explicit that the unification of these three portfolios is carried out for “operational reasons” and “in order to implement new government objectives and policies in the aforementioned jurisdictions.” It is imperative to establish measures that correspond to the objectives set and that the authorities in charge of their implementation assume their competences as soon as possible, which is why it becomes impossible to follow the ordinary procedures for the sanction of the laws,” said the DNU.La measure replaces “Article 1 of the Law of Ministries 22,520, ordered by Decree No. 438/92”, to replace it with the first article of the current decree, through which the organizational chart of the Executive Power is composed of the Chief of Cabinet and “18 ministers who will be in charge of the dispatch of the business of the Nation”. On the other hand, through Decree 452, the President accepted the resignation of Silvina Batakis from the Ministry of Economy and thanked her for the “valuable services rendered in the performance of her office.” In another decree, 453, Fernández and the Chief of Cabinet, Juan Manzur, officially appointed Massa in charge of the Ministry of Economy, Productive Development and Agriculture.Meanwhile, through DNU 451, the Executive Power ordered the transfer of the National Institute of Associativism and Social Economy (INAES) from the scope of the Ministry of Productive Development to the orbit of the Chief of Cabinet, to “the end of which it is necessary to transfer competences in the field of cooperatives and mutuals”.
