Argentina Program 4.0: the Government’s proposal to train programmers

The Ministry of Economy formalized the creation of the Argentina Program 4.0 plan, as a continuation of the Argentina Program, in order to give it “a greater impulse” and thus train 70,000 programmers by the end of 2023, “respecting a federal and gender perspective” and also “reducing pre-existing inequalities.” The measure was formalized through resolution 630/2022, published this Monday in the Official Gazette, which also establishes that the Secretariat of Knowledge Economy will be the authority for the application of the program. As clarified by the standard, it aims to “strengthen the productive capacities of students for their incorporation into the software industry and related sectors through the dictation of training courses in cooperation with national public universities, training institutes and companies that provide educational services.” The training courses in programming are aimed at “all those people over 17 years of age who reside within Argentine territory”, in accordance with the provisions of the annexes to the resolution. Through Argentina Program 4.0, “the necessary tools will be offered to carry out the training actions for all those registered, within the deadlines provided for in current regulations, with systems of virtual classes, assistance and connection time of the participants,” said the resolution of the Official Gazette.
Likewise, the program will have the participation of “management of relationships trainer – participants – tutors, administration of evaluations, virtual repository of material and videos, interface accessible via web and any type of device with internet connectivity, level of security and confidentiality, communications administrator, mail and forums, among others”. It will also include “the various trainings that are provided under the face-to-face modality, b-learning (blended learning) or asynchronous”. He added: “Each tool will be strategically disseminated and accompanied jointly with the network of participating actors, national and provincial public universities, industries in the sector, training institutes, local governments.” In turn, the resolution specified that with Argentina Program “to date the training and certification in programming of 1,100 people has been achieved,” so the Ministry of Economy “considers it convenient to give this program a greater impulse aiming to train 70,000 people by the end of 2023, respecting a federal and gender perspective with the aim of reducing pre-existing inequalities.” To achieve this objective, “the creation of a program that expands the universe of trainers in order to achieve the indicated objective is encouraged”.
