It is unacceptable that in the year in which they opened the first “Ministry of science, technology, knowledge and innovation” is the modification of procedures to qualify for additional benefits established in the bankruptcy rules, referred to, Initially, at the time of applying for the scholarship. Little transparent criteria: there is an explicit justification of the scores assigned by each evaluator or group of evaluators to the students in the process of granting the different fringe benefits, i.e., there is any an act that shows the criteria and arguments, observations or foundations that allow to understand the assigned score. In conclusion, there is a ladder with parameterized evaluation criteria. As students, we believe that the assessment is too general and subjective. On the other hand, and if we go further, we think that there should be no such criteria once already obtained the scholarship.
Contradictions with prior criteria of evaluation obtained by the researchers: along with the above, because there are not parameterized, but rather subjective evaluation criteria. It has been detected, the inside of the process, contradictions in scores allocated among different applications for supplementary benefits. For example: relevance of the study, there are cases where the same project was able to reach a score of 5 for other fringe benefits, and 3 points in this last procedure installed by CONICYT, for the extension of the scholarship for 6 months.
Negligence towards commitment to the advanced human capital of postgraduate formation: the formation of graduate students will be compromised, since the projects were planned whereas the above procedure (open window) that It increased the possibility of obtaining the extension period. He is also conocido by everyone in the scientific or academic community that the final period of 6 months not only aims to write the thesis, but also the drafting of publications associated with it. The latter shall be at the expense of our academic curriculum as of the research groups associated with the dissemination of the results of investigations.
Violation of international students: it is important to consider that foreign students, have student visa which makes it impossible to work legally and complete his thesis.
Lack of quality control of the operation of CONICYT: the opinion of the users of CONICYT programs is not taken into consideration. The institution is limited to present results based on its internal management and insists to make arbitrary decisions that directly affect the users of programs without considering the economic and social impact of their measures.
Depending on the arguments above, considered this letter as a collective appeal in which we demand the following: the granting of the requested supplementary benefits. The need to form part of the political and economic planning of the strategic objectives of scientific and academic research. All of these problems that were raised are part of the diagnosis, i.e. are inputs to establish policies and reflections on Science and technology in Chile. For this reason, we request a redistribution of its annual budget on an ongoing basis, to guarantee their fringe benefits to all cohorts. The previous demand arises because doctoral graduate students want to be part of this planning, as long as we are the subjects to which public policy is directed.
We hope that this letter can intercede on behalf of the community of researchers which aimed to contribute, in fact, our country in a way to provide a legacy to future generations. The institutional logics that Castle in budget cuts to invalidate the completion of doctoral projects do not do more to undermine the quality of such projects that are running for years at the highest level, greatly limiting the research that only seek to build knowledge for all.
