The new program to prevent and respond to atmospheric environmental contingencies (PCAA) aims to strengthen the health protection of the population, especially vulnerable groups (older adults, children, pregnant women, people with Respiratory ailments, among others), “and implement temporary measures for an additional reduction of contaminants during the contingency”.
The PCAA will be applicable from Thursday 23 May and includes the following measures:
The preventive health phase consists in declaring contingency when there is 70% probability that the next day the ozone rebases the 140 points.
The contingency Phase 1 remains the same: it is declared when it reaches 150 points.
Phase 2 to reach 200 points.
Combined Phase 2 (new) when ozone exceeds 150 points and PM 2.5 exceed 140. Or vice versa when ozone exceeds 140 but PM 2.5 exceeds 150.
In the preventive health phase, actions will be implemented such as restricting the circulation of half of the official vehicles; Public works will be suspended and no outdoor exercise will be recommended.
In Phase 1 They will stop circulating all the official vehicles and only 20% of the private ones with zero and double zero holograms; No outdoor exercise is recommended; and other commercial and industrial activities will be restricted.
In the combined phase (to be given when conditions such as last week), classes and outdoor events will be suspended.

The Governor Mexiquense, Alfredo del Mazo says Alfredo del Mazo, commented that the emissions of pollutants in the valley of Toluca come mainly from the industry and the agricultural activities of the region, emphasizing the burning of biomass, ie, the soil in burning Agriculture, so they will pay special attention to these sectors.
