This Sunday, President Andrés Manuel López Obrador inaugurated the construction of the Dos Bocas refinery in Paraíso, Tabasco, reiterating that it is necessary for Mexico to achieve self-sufficiency in oil production.
The president said that the state of Tabasco was chosen because its maritime terminal of Dos Bocas arrives all the oil produced in the south-east of the country, which is equivalent to a 1.1 million barrels of crude oil daily.

“This refinery will be ready in three years and will cost us 150 billion pesos, we already have the 50000 that will be invested this year and we will need 50000 of 2020 and 50000 of 2021”, he said.
For its part, the Secretary of Energy (Sener), Rocío Nahle, said that all the required environmental studies have been carried out and that for this beginning of works already has the manifestation of environmental impact emitted by the Semarnat with number SGDPA-DGIRA-DGO7172. 
The head of the Sener added that, in approximately 20 days, they will also present the regional environmental impact study.

Nahle noted that, with the construction of the refinery, Mexico will become the protagonist in the production of oil and fuels, in addition to the investment that will be made in the latter would recover in 4 or 5 years if operated properly. 
Job creation and energy autonomy
The President of Mexico stressed that the refinery will promote not only the economy of Tabasco but also the southeast, a region that in recent years has not had economic growth as in the north, Bajio and center of the country.
According to the president, the construction of the refinery will also benefit the generation of jobs for Tabasco and the southeast, “more than 20000 workers are going to be occupied from the outset and work bags will be opened for the Workers and specialists who want to participate. ”

In this regard, the general director of Pemex, Octavio Romero Oropeza, said that the largest possible number of companies and local workforce will be contracted and hydrological works carried out in the area of impact that will give benefits to the population.
López Obrador emphasized Mexico’s dependence on fuel acquisition with other countries.
“We are currently consuming about 800,000 barrels of gasoline daily, of which we produce only 200,000 and buy about 600,000 (…) of which 95% are acquired from the United States, “he said.
For this reason, the President described as necessary the construction of this refinery in which they plan to produce 340,000 barrels of crude oil a day and 170,000 of petrol.
He added that with the construction of two mouths and the remodeling of the other six refineries, Mexico will finally achieve energy autonomy and self-sufficiency in the coming years and promised that during this process will not increase the price of energy.
To finish his speech, the president said he took advantage of his presence in Tabasco to send a message to the United States: “The Government of Mexico is a friend of the United States Government; The President of Mexico wants to remain a friend of President Donald Trump, but especially Mexicans are friends of the American people. I address them from Paradise, Tabasco, swear that nothing or anyone separates our beautiful and sacred friendship. ”
Work that starts between questions
For months, President López Obrador pledged to finish the refinery in May 2022 and said in the beginning that u construction would consist of 160 billion pesos.

The last refinery that Pemex built was inaugurated 40 years ago, in 1979, with the then President José López Portillo.
However, the construction of two mouths has been questioned by organizations and specialists.
The rating Moody’s estimated that the construction of the refinery of two mouths will cost more than 12 billion of dollars due to the lack of experience of Pemex.

According to the IMCO, the construction of the refinery in Tabasco “has a high probability of being an obstacle to achieve” Pemex’s economic growth objectives.
The refinery that the Federal government intends to build in Dos Bocas, Tabasco, as one of President Andrés Manuel López Obrador’s main commitments, must comply with six permits before starting the work, according to the legislation in the country.
