Hidalgo.- With 25 votes in favor and two against, the Members of the Congress of Hidalgo approved the minute of reform to the Political Constitution of the United Mexican States in terms of popular consultation and revocation of mandate sent by the Congress of the Union.
The member of the Labour Party (PT), Miguel Angel Peña Flores, pointed out that the objective of the reforms is to specify that citizens have the right to vote in popular consultations on issues of national and regional importance. Thus, where they are in the national interest, at least two per cent of those on the nominal voters’ list will be required.
Peña Flores added that if it were of regional significance, in an equivalent number to at least two per cent of those on the nominal list of voters of the entity or federal entities that correspond in the terms determined by law.
He pointed out that the restriction of human rights, guarantees for their protection, the permanence or continuity of their positions of public servants of popular choice, nor electoral matters, could not be the subject of popular consultation; the financial system, revenues, expenditures, the Federation’s Egress Budget; running infrastructure works; national security and the organization, functioning and discipline of the armed forces.
He added that the National Electoral Institute (INE) would be responsible for directly verifying the requirements for requesting such consultation as well as the organization, development, computation and declaration of results.
With regard to the revocation of the mandate, Miguel Angel Peña stated that the reforms stipulate the processes to implement it and the right of citizens to participate in it. He pointed out that the President of the Republic, the governors of the federal entities and the head of government of Mexico City will be subject stomed.
