“The declaration shows a will on a social agenda, which cannot be done if wealth is not more fairly distributed, and also shows a willingness to accept a new Constitution, and a mechanism different from the one raised by the Government is opened , not similar to the opposition. The parliamentarian acknowledged that the mechanism proposed by RN is different from that of the opposition, which proposes a constituent assembly. However, he acknowledges that there are no votes in Congress to do so. In that regard, he stated that “some propose that a constitutional convention could be conformed with 70%, for example, of delegates directly elected by citizens, and 30% of current parliamentarians, whose status is that those who go to the constituent convention cannot run for popular election positions (…) that formula some argue that it would allow the right to cast the votes necessary to generate this political exit.”
