By 2020, the projected budget for basic education is 496 billion pesos which, compared to 2020 prices, “represents the second lowest figure of the period. The first lowest was approved in 2018 and between 2015 and 2020 there is an average annual variation of -2.1 percent real, indicating lower resources for Basic Education”, indicates the analysis.
This means that when comparing what is allocated per student has decreased 1.3% in real terms between 2015 and 2020, when 21,508 pesos per student, i.e. 59 pesos per day, will be spent.
When analyzing the destination of the budget, it is observed that 90% of the resources are concentrated in the following items. The first concentrates, in turn, 70% of this budget: Educational Payroll and Operating Expenditure Contributions Fund (FONE) in its three aspects, personal services, operating expenses and current expenditure.
Also “Basic Education Scholarships for Welfare Benito Juárez” with 5.2% resources and “Basic education services in Mexico City”, with 8%.
In contrast, five programmes were identified for educational improvement, but account for only less than 1% of the basic education budget.
These include Production and Distribution of Books and Educational Materials, Educational Policy Design, Teaching Professional Development Program, National English Program and the latest Basic Education Significant Learning Development.
The results of Mexican students on the PISA test are unfavorable, as released on December 3. Students were below average compared to other countries.
The reading score was 420, in mathematics 409 and in science 419 points, while in the OECD member countries average it was 487, 489 and 489 points respectively.
For this reason, says the study of the Chamber of Deputies, it is “essential to channel resources into programs that take care of educational quality, both for teacher training and for the design of the educational policy aimed at improving teaching-learning methods, as well as for the acquisition of educational essential scares such as books and teaching materials that support learning”.
It should also be invested in teacher training “since they are the ones who will pass on the knowledge to students, and direct educational policies that affect the educational quality of students.”
