The draft states: “We know that legislating on terrorism is highly complex given the difficulty of legally defining the phenomenon. However, in the serious developments that have occurred recently in our country, and assuming the legal and legislative duty to provide protection to the population, especially minors, we are convinced of the need to work on this.”
In this regard, Mr Schalper, author of the initiative, was emphatic in blaming parliament for initiatives that curb violence.
“The National Congress is a passive accomplice to the conflict in the Araucanía. It is not possible that we have so many bills, intelligence, modernization of Carabineros, stagnant because the sectoral committees have not been able to give them a course,” commented Deputy Diego Schalper.
For his part, the head of seat of the RN deputies, Sebastian Torrealba, called for the opposition.
“That is why we ask the opposition to help us advance all those citizen security projects, which will finally give the tranquility not only to the inhabitants of the Araucanía region, but to all Chileans. We can’t keep waiting to have an intelligence law and to have a modern police, so we have to move forward very quickly, and hopefully it will start working as soon as possible.”
Finally, it should be noted that the parliamentarians of La Araucanía both Jorge Rathgeb and Miguel Mellado have condemned the wave of violence and the latter asked the Minister of the Interior to speed up a dialogue table with the baller workers’ guilds to avoid the paralysis announced for the coming days.

The draft amends Law No. 18.314 which determines terrorist conduct and sets its penalty.
