Ramírez Cuéllar said Reyes has held public positions that have generated a relationship of friendship or interest with people related to the PAN, such as Margarita Zavala, founder of México Libre, a political organization that appealed to the Electoral Court to challenge the INE’s decision not to grant it registration as a party.
The Morenist leader emphasized that the magistrate was coordinator of advisers to panista Roberto Gil Zuarth when he served as private secretary to then-President Felipe Calderón. He was also technical secretary of the Justice Committee of the Senate of the Republic when Gil Zuarth presided over that legislative body.
“There is a manifest friendship and a possible conflict over having held various positions of trust under the orders of the husband of the founder of the association, the former president of the Republic Felipe Calderón Hinojosa, as well as with her private secretary, Roberto Gil Zuarth, who was also coordinator of Mrs. Zavala’s campaign in the previous federal electoral process,” the appeal quotes.
“This employment and friendship relationship raised at high levels of the federal public administration during 2006 and 2012 creates sufficient evidence for there to be reasonable doubt in Judge Reyes’ possible performance regarding his impartiality and objectivity in resolving the record indicated, for having a friendship with the actors in that appeal and possibly of personal interest in the substance of the case before this court.”
Ramírez Cuéllar insisted that Reyes should refrain from participating in the vote – which could take place next week or the first of October – because his opinion could be “obfuscated” by the “subordination and friendship” relationship he had with Calderón, Zavala and Zuarth (the latter is still a PAN militant).
The morenista also included in his appeal journalistic notes indicating that the magistrate arrived in the Superior Chamber with the majority support of the PAN, and that in 2012 he was part of the legal defense team of Josefina Vázquez Mota, who was a presidential candidate of that party.
