In 1925, the First Pan American Congress of Roads, attended by most American countries, with the exception of Haiti, Honduras and Panama, met in Buenos Aires, which was intended to articulate road and customs policies, route maintenance tasks, establish a standing commission to draft uniform rules on traffic movement, etc. On the other hand, the congressmen who attended this First Congress agreed to declare a Day of the Way, for which they instituted October 5 of each year. Currently, this date is usually used for the realization of road education days in which it proposes and invites the different institutions, whether educational or not, to carry out activities that aim to raise awareness of the efficient use of routes and respect for traffic laws. The high rate of road traffic accidents occurring in the country and globally is so worrying that the World Health Organization (WHO) has regarded this issue as a public health problem. A public health problem is a situation that negatively affects the well-being of individuals and the population and can be analyzed from their magnitude or lethality. That is, for a social problem to be considered a public health problem, four conditions must be met:
Let it happen widely and frequently.
Cause severe disability, suffering and death.
That can be effectively controlled.
May your solution be socially acceptable.
Internationally, the agency’s estimates that around 1.35 million people die each year and up to 50 million are injured by road accidents. Nationally, according to the recent statistics of the Civil Association Fight for Life, there have been 6627 deaths on the streets of the country and more than 100,000 injured for the same cause. This means that at least 550 people die in Argentina a month who are victims of some vehicle shock. Road accidents are among the top 10 causes of death in the country and the leading cause of death in adolescents and young people. In Argentina, 90% of accidents occurred are attributable to the driver as the main cause, the main ones being:
Negligence (drunkenness, distractions, abrupt maneuvers).
Tiredness.
Non-compliance with the Traffic Rules (speeding, inadequate distance, disrespect for signs)
The problem of road safety is an issue that must be addressed and dealt with from the State but also with the commitment and responsibility of civil society. Being able to walk the street without fear of not returning is everyone’s right.
