Elevated stretch would not have resisted more than 14 years: DNV report

The Government of Mexico City published the third report of the DNV company on the collapse of the elevated section of Line 12 of the Metro and explained its reasons for rejecting it, among which it included possible “contradictions and inconsistencies” in the document.
The administration of Claudia Sheinbaum insisted on criticizing that in this third installment DNV included the issue of maintenance to the “Golden Line”, when, he maintained, the design errors in the work were of such magnitude that they could not be detected or corrected with routine inspections. Even the Secretary of Works, Jesús Esteva, told the media that the collapsed bridge would not have resisted more than 14 years. 
According to the official, this statement is part of DNV’s own document. The text states: “Even in a scenario in which the bridge had been built to specifications, the most critical bolts would have failed after the passage of 1.25 million trains or approximately 14 years of operation.”

On this, Esteva commented: “What does this mean? That the design error mentioned here by DNV, the failure to comply with the AASHTO regulations, even if all the bolts and soldiers had been correctly, would not have resisted more than 14 years. This is drawn from DNV’s third report.”
The secretary and the head of the Secretariat of Integral Risk Management and Civil Protection, Myriam Urzúa, presented the arguments of the capital government to reject the work of DNV.

According to both secretaries, this third report falls into “contradictions and inconsistencies.” 
Among them, they pointed out that DNV assured that there was no maintenance but acknowledged that inspections were contracted in 2019, 2020 and 2021. They also claimed that the Norwegian company turned to images from Google Maps and Google Earth for its analysis, when this lacks rigor.
Over the past few days, the head of government and her cabinet have rejected DNV’s report. They maintain that it is technically weak and that it was elaborated despite a “conflict of interest”, since one of those involved was a lawyer who in 2012 litigated against the current president Andrés Manuel López Obrador.
In this regard, DNV said on Wednesday that lawyer Héctor Salomón Galindo Alvarado has been part of the company since 2019, is not its legal representative in Mexico and has no decision-making power.
Sheinbaum has insisted that DNV’s latest report seeks to politically harm his administration, which began in December 2018. She is one of the possible contenders for Morena’s presidential candidacy in 2024.
