Deputies endorse positive parenting to avoid child abuse

The Chamber of Deputies endorsed with 466 votes in favor of including in the General Law on the Rights of Children and Adolescents the concept of positive parenting and avoiding abuse for minors.

According to the reform, although the law already contemplates the prohibition of abuse, legislators considered it important to be more specific about what is abuse and establish that through positive parenting child abuse can be avoided.

“It is about making available to those who exercise parental authority, guardianship or guardianship and custody of children and adolescents a model of parenting of an indicative nature -not limiting- for the care, protection and education of minors,” said Deputy Eunice Monzón García, one of the promoters of the reform.
The law establishes that positive parenting is the set of practices of care, protection, training and guidance that help the development, well-being and healthy and harmonious growth of children and adolescents; taking into account their age, faculties, characteristics, qualities, interests, motivations, limits and aspirations, without resorting to physical punishment or cruel or humiliating treatment, safeguarding the best interests of children with a human rights perspective.
The reform includes that both the people who exercise the guardianship of minors, as well as the authorities who have contact with a child or adolescent must privilege positive parenting.

It is also established that promoting positive parenting will be a duty of the State, so the powers of federal and local authorities are expanded concurrently, to promote actions that encourage this behavior.
