Scandals of Norma Otilia, the mayor of Chilpancingo, Guerrero

Morelia, Michoacán.- Norma Otilia Hernández Martínez, in her position as municipal president of Chilpancingo, Guerrero, has been involved in various controversies that have even led her to be named “Lady Pachangas”.
The mayor with a criminal leader
“Greetings, President: Norma Otilia, I’m still waiting for the second breakfast you promised me after you came to pick me up. With love, your friend,” was the message that was read on a phosphorescent poster board that was abandoned along with seven dismembered and decapitated bodies a few steps from the center of Chilpancingo, Guerrero, last Saturday, June 24.
Despite the fact that Guerrero is the seventh state nationwide with the highest number of intentional homicides, according to the biweekly security report presented at AMLO’s morning press conference on October 17 by the Secretary of Security and Citizen Protection, the militant of the National Regeneration Movement (Morena) party had the luxury of holding a meeting with a criminal leader of the “Los Ardillos” cartel. 
Even though from January to September 2023 there is an average of 6 victims per day in the state and Acapulco, Chilpancingo and Iguala are the most violent municipalities in the state, the mayor only added to the evidence presented of their encounter that “it was a fortuitous event”.
(It is worth mentioning that at the national level, Acapulco has the third place, while Chilpancingo occupies the 18th position and Iguala the 44th place).
Although Otilia said she has nothing to fear after this accusation investigations are unfolding against her, such a situation would be just one more drop that fills the glass of a series of scandals that have surrounded her throughout her political career.
Lady Pachangas 
Throughout her tenure as municipal president of Chilpancingo, Norma Otilia Hernández has been severely criticized for prioritizing celebrations and festivities in the state instead of basic issues for the inhabitants. For this reason, among public opinion and her detractors, she has been nicknamed “Lady Pachangas”.
For example, and according to local media, Norma Otilia Hernández prioritized the Christmas and New Year Fair in Chilpancingo in 2022, despite the economic crisis left in its wake by the health emergency that derived from COVID-19.
In addition to this, it is presumed that he allowed the wedding of the syndic Andrei Marmolejo to take place in the City Hall building.
And, recently, on October 26, after her second government report, despite the fact that Hurricane Otis made landfall in Acapulco and left a desolate panorama and an accumulation of destruction, in addition to human losses, the mayor held a fireworks show. 
From political violence to gender-based violence 
As expected, questions about her management began to arise and after the media highlighted these facts, the mayor issued a response.
“(…) And if I make a street, I can bet you that Norma Otilia will be questioned again; if I paint the market, they will question Norma Otilia; if I celebrate the parents, ‘Oh, there’s Lady Pachangas.’ Tell them how many they do and who tells them that (…)”.
Referring to the fact that many politicians have done acts similar to those she performs and no one judges them, she tearfully accuses experiencing in the flesh a political blow against her.
“I really think there’s deep political violence,” he added.
Adding to her perceptions, she mentioned that “as a woman you can bend, but never break”, to which a group of women extended their support by reciting the slogan “you are not alone”. This is how Norma Otilia concludes that she feels that she suffers “political gender violence”.
“Many give their opinions and distort the information, which is why I have filed 3 complaints with the Electoral Institute of Citizen Participation of the State of Guerrero for gender-based political violence (…)”.
Although she made it clear that there is still no resolution to these complaints and that when there is, she will make it known, she also mentioned that she knows the “true” essence of communication “because she has a degree in communication sciences.” So he asks for respect.
