The formerr of the Autonomous University of Morelos, Alejandro Vera Jiménez, was found on Wednesday responsible for the diversion of 239 million pesos of public resources through the scheme known as ‘La Estafa Maestra’.

The Master Scam is an investigation published in September 2017 by Animal Politics and Mexicans Against Corruption, which documented that more than 7 billion pesos of public resources were diverted in the past six-yearly to a network of phantom companies through eight public universities.
The diversion scheme was that public government units, such as Sedesol, Pemex, or Banorte, provided resources to universities to perform certain services. And universities, through a violation of the procurement law, triangulated that money to phantom companies, which disappeared without providing any service to government agencies.
In the case of former voter Alejandro Vera, his university signed an agreement with Sedesol in 2013, when it was still led by Rosario Robles – now linked to trial and pre-trial detention by La Estafa Maestra-, to perform a series of services related to the National Crusade against Hunger.
However, as established today by the Administrative Court, the university delivered more than 200 million pesos from The Headquarters to the ghost company Evyena Services.
For the investigation The Master, Animal Political and Mexican Scam against Corruption visited Evyena’s home in the Palo Alto colony, in San Pedro Garza, Nuevo León, at number 305.
In the same direction, a dispatch of few square meters, was found four other ghost companies, including Icalma Servicios y Consultoría, and Grupo Industrial y Servicios Yafed. All were supposed to serve the University of Morelos.
Judge Zulema Mosri, author of the TFJA ruling, noted at the video conference session that Sedesol gave for compliments from 15 November 2013 the commitments made with the University of Morelos through an agreement signed on May 6 of that year with the then rector Vera.
But it was until December 18, that is, more than a month after Sedesol paid those supposed services, that the university awarded the contract to Evyena, to which he paid more than 200 million pesos that day.
“The signing of the agreement and the appendix of May 6, 2013 are the efficient causes of the damage, without them, the diversion of federal public resources through non-existent operations would not have materialized,” said the Judge, whose project was approved in the TJFA Superior Chamber.
Although exrector Vera may still use protection to challenge the Court’s decision, if confirmed, it would be given a re-demanding liability that will be converted into a tax credit to be performed by the Tax Administration Service (SAT) to recover diverted public money.
